On the content and legal essence of a starosta’s authority

The starosta legal status having been changed and the local elections having been held, starostas are often heard asking questions about the content of their relations with hromada heads, rather than the context or the order of exercising their authorities.

Oleksandr Vrublevskyi, an expert on the starosta activity and territorial hromadas cooperation, dedicated the material to the authority involving participation in organizing compliance with decisions made by village, settlement and town councils, their executive committees, orders by village, settlement and town heads on the territory of a starosta district, as well as in controlling their compliance (clause 5 part 4 of article 54-1 of Law of Ukraine On the Local Self-Government in Ukraine №280/97-VR).
