Due to the radical change of the administrative and territorial arrangement of Ukraine, the MinRegion has confirmed the Codifier of Administrative and Territorial Units and Territorial Hromada Territories. The authority is enshrined in the Provision on the Ministry of Development of Communities and Territories of Ukraine.

The Codifier consists of codes and names of the Codifier subjects – administrative and territorial units and territorial hromada territories, divided into five levels.
