Authorities of local self-government bodies in terms of protecting the population and territories from emergencies are defined by the Civil Protection Code of Ukraine, the Law of Ukraine On Local Self-Government in Ukraine and a set of bylaws. However, the State Emergency Service, jointly with experts of the Ministry of Development of Communities and Territories of Ukraine and the Ministry of Internal Affairs of Ukraine, has developed the new wording of the Law of Ukraine On Local Self-Government in Ukraine.
