" The Ukrainian Association of Rayon and Oblast Councils is worried about the situation around the issue — whether there will be the first elections of rayon council deputies on October, 25, 2020, as some stakeholders express the opinion that rayon councils may be not elected. The stance is grounded by the idea that «rayon councils will have no powers». Moreover, at the site of the Association of Ukrainian Cities there is an address to the Central Election Commission of Ukraine of 31.07.2020 suggesting that elections to rayon councils should not be held as there is «some legal uncertainty about rayon council formation»", - states the address by the Ukrainian Association of Rayon and Oblast Councils to the President of Ukraine, the Prime-Minister of Ukraine and the Head of the Verkhovna Rada of Ukraine.
