The Parliamentary Committee on the State Power Arrangement, Local Self-Government, Regional and Urban Development has recommended the Verkhovna Rada of Ukraine to accept as the basis the Bill On Amending the Law of Ukraine On the Local Self-Government in Ukraine on ensuring the state guarantees of the local self-government and its economical pillars protection (№3118).
According to the bill, district and region councils shall not be able to change the utility enterprises, establishments and organizations registration place unilaterally. For this purpose they will need the permit by village, settlement, town and district of the city councils, on whose territories the establishments are located. Moreover, the bill suggests changing the location of utility enterprises, establishments and organizations into their physical place of carrying on business or the head office location.
