What is the reform of the sub-regional level of the administrative and territorial arrangement in Ukraine?
Ideologists of Constitutional amendments propose a two-level local self-government system: hromada and oblast. At the level of the administrative and territorial arrangement it is proposed three levels to remain: hromada, sub-regional and regional levels. However, these are just proposals at the concept discussion level. They will be discussed only after a new text of the Constitutional amendments in terms of decentralization being publicised.
