Decentralisation amendments to the Constitution: is it a necessity or a whim?

In his article Vitalii Bezghin, a people’s deputy, the head of the subcommittee on administrative and territorial arrangement of the Committee of the Verkhovna Rada of Ukraine on the state power organisation, local self-government, regional and urban development in his interview for the Ukrainska Pravda (Ukrainian Truth) analyses the necessity of amending the Fundamental Law in terms of decentralization. Particularly, Bezhin responds to the main arguments of the reform opponents, offering his grounded counter-arguments.
