Only through amending the Constitution it is possible to secure the decentralisation and its results irreversibility, to balance the system of administrative and territorial arrangement, to create full-fledged local self-government at all levels. Everybody agrees with it but concrete definitions, terms and implementation manner of the Constitution amendments, suggested by the President, are criticized. That is why a new bill to be developed after discussions, starting soon in the regions, is unlikely to differ from the previous ones in essence. However, but it is sure to be clearer and unambiguous.
The issue was highlighted by Vyacheslav Nehoda, Deputy Minister of Development of Communities and Territories of Ukraine during a round table entitled Topical Issues of Aim 10.3 Regulation of the Action Programme of the Cabinet of Ministers of Ukraine.
