The gender equality tools are the methods with the help of which hromadas can estimate the gender equality condition independently and plan measures aimed at its improvement. Recently the gender equality tools were presented, with their content and usage experience being discussed.

It is suggested that hromadas should assess the gender equality on the basis of 6 indices.

The assessment criteria were selected based on the European Charter for Equality of Women and Men.

Currently the gender tools are being tested in the hromadas, participating in the DOBRE project. The tools are used in the city of Zhytomyr, having joined the European Charter for Equality of Women and Men at the local level, and developing the Action Plan targeted to implement the Charter provisions with the help of the tools.
