On 28-29 November 2019, Kramatorsk, Donetsk Oblast, will host the annual (IV) Forum “Effective Local Self-Government as a Guarantee of a Democratic and Law-Governed State” with the support of the Council of Europe.

The event has been organised annually since 2016 to discuss the state and prospects of local self-government development in Ukraine in general, and in the Donetsk and Luhansk Oblasts in particular, especially current issues of legislative regulation, European experience and standards in the relevant field.

Participants of the Forum: MPs of Ukraine, representatives of central and local executive authorities, local self-government bodies and their associations, expert and scientific environment, international partners and journalists.

Organizers: Donetsk Oblast State Administration, Luhansk Oblast State Administration, Verkhovna Rada of Ukraine Committee on State Building, Local Governance, Regional and Urban Development in Ukraine with the participation of the Council of Europe projects.

Essential information for the journalists!

The Forum will host a discussion with journalists and experts on 29 November on the challenges faced by journalists while featuring elections and possible solutions for future local elections*, which will be attended by Council of Europe consultants.

We invite interested media representatives from the Kharkiv, Donetsk, Luhansk and Dnipropetrovsk Oblasts to participate in the Forum and discussion.

In order to participate in the Forum, one should fill in the online form by 12:00 on 22 November 2019.
