The Fifth Forum for IT Directors of Ukrainian Public Sector focuses on the new initiative of the Ukrainian Government “State in Smartphone” and issues of trust in the digital society while developing IT systems and public electronic services. The Forum is dedicated to the cooperation with the European Union in digital society development in Ukraine.

“There is a lot to do. We still need to work on expanding the digital culture of our public officials and citizens. Full cooperation between state and local authorities on e-governance needs to be established. We are confident that with the support of the Government and international partners we will solve it,” said Mykhailo Fedorov, Vice Prime Minister, Minister of Digital Transformation of Ukraine.
The Forum will be attended by President of Ukraine Volodymyr Zelenskyy. The EU's keynote speaker will be Andrus Ansip, Member of the European Parliament, Former Vice President of the European Commission. Mykhailo Fedorov, Vice Prime Minister, Minister of Digital Transformation of Ukraine will present the “State in Smartphone” initiative.
The Forum's speakers will focus on various aspects of building trust, such as the necessary legal rules, the principle of “security architecture” in IT systems, privacy and data protection. The Forum will also discuss how data protection is performed by the Trembita data exchange system and how it and the Vulyk information system support establishment of trust and facilitate the development of e-governance and decentralisation in Ukraine.
“Trust is a necessary foundation for a digital transformation in a democratic society. The IT solutions provided by the EGOV4UKRAINE project – Trembita data exchange system and the Vulyk information system – support trust building and enhance eGovernment and decentralisation in Ukraine,” said Mari Pedak, EGOV4UKRAINE Project Manager.
The project is currently working with government agencies to connect government databases and registries to the Trembita system and has started launching the Vulyk information system in small ASCs.
34 authorities have already concluded agreements to connect to Trembita, 7 of them have linked their databases to the system, 2 government agencies are exchanging information. Vulyk already operates in 16 ASCs.
The Fifth Forum of IT Directors of Ukrainian Public Sector is organised by EGOV4UKRAINE and the Ministry of Digital Transformation with the assistance of the European Union and its member states Denmark, Estonia, Germany, Poland and Sweden.
EGOV4UKRAINE is part of the U-LEAD with Europe Programme for decentralisation to support transparent and accountable governance.
