On 20 September 2019, the President of Ukraine issued a Decree “On urgent measures to ensure economic growth, stimulate regional development and prevent corruption” (№713/2019).

According to the document, during additional work over the draft of the 2020 State Budget of Ukraine, the Cabinet of Ministers shall provide funds to implement measures aimed at stimulating economic growth, increasing social standards, developing mountain areas of the Ukrainian Carpathians, as well as increasing the amount of funds of the State Fund for Regional Development.

The Government should also develop and submit to the Verkhovna Rada of Ukraine the following draft laws:

till 1 October 2019:

• on the circulation of agricultural land;
• on making amendments to the Budget Code of Ukraine on improving the efficiency of the use of funds of the State Fund for Regional Development;
• and others.

until 1 January 2020:

• on the principles of the administrative and territorial structure of Ukraine;
• on making amendments to some laws of Ukraine concerning improvement of legislation on local elections;
• on making amendments to the Law of Ukraine "On principles of state regional policy" to increase the capacity of agencies for regional development;
• on making amendments to the Law of Ukraine "On stimulation of regional development" to strengthen the competitiveness of regions.

By 1 January 2020, the Cabinet of Ministers should develop and adopt National Strategy of Regional Development for 2021-2027.

By 15 October 2019 and 20 January 2020, the Government should report on the implementation of this Decree.
