Prime Minister of Ukraine Volodymyr Groysman instructed the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine and the State Audit Office to conduct an audit of each district heating provider in terms of reasonableness of the existing cost of heat and water supply. The Prime Minister voiced an order in the framework of the implementation of the "Fair Utility Bill" programme and establishment of the extremely justified level of Gcal cost in the amount of UAH 1400.
“Conduct an audit, and then let every official take the floor and say that he has everything justified, that there is no loss and nobody transfers money to offshore accounts,” said Volodymyr Groysman. “We will discuss audit and control. But we cannot leave the situation to such an extent, when people are in despair and pay, unresolved. We must take care of people – that is first and foremost!”
He reminded that as a result of the decentralisation reform, local budgets grew fourfold. Therefore, there is money for modernisation. “Today there are enormous financial resources of local self-government. But for some reason, there is a focus on PR – to place tiles, install a fountain. I support it. But who needs a fountain if there is no water!” said Volodymyr Groysman. “And district heating provider meanwhile fixed UAH 1800 or UAH 2000 per Gcal, receives extra profits, and people are forced to pay! And pay not to the Government, but to local structures!”
The Head of Government stressed that the list of all owners of heat providing companies will be made public in the framework of the "Fair Utility Bill" programme, so that people know "local communal barons that profit off of consumers".
