Financial decentralisation: State Fiscal Service reported growth of local budgets

UAH 81.3 billion of payments came to local budgets during January-April 2019. It is 22.6%, or nearly UAH 15 billion more than the corresponding period of the past year, as reported by the State Fiscal Service.

It is noted that in April taxpayers payed UAH 21.4 billion to local budgets. Compared to April of the previous year, revenues grew by 28.5%, or by UAH 4.7 billion.

From the beginning of the year, the consolidated budget received UAH 75.7 billion of personal income tax – by 23.3%, or by UAH 14.3 billion more than in the corresponding period last year.

In April, personal income tax inflow amounted to UAH 20.7 billion. Compared to April of the previous year, these revenues grew by 25.5%, or by UAH 4.2 billion.

For comparison, prior to the financial decentralisation introduction in 2014, own revenues of the general fund of local budgets amounted to only UAH 68.6 billion. Forecasting indicator for 2019 is UAH 267 billion.
