According to the results of the Monitoring, leaders and outsiders of the oblasts ranking in making capable hromadas have not changed yet. The five leaders are the Zhytomyr, Zaporizhzhya, Dnipropetrovsk, Chernihiv, and Khmelnytskyi Oblasts.
