According to the data of the Monitoring of the decentralisation process and local self-government reform (DOWNLOAD) prepared by MinRegion as per 10 December 2018, Zhytomyr Oblast is again the leader in the ranking of oblasts pursuing the amalgamation of hromadas. The Khemlnytskyi, Chernihiv, Zaporizhzhia, Volyn and Ternopil Oblasts are among the leaders as well ranking from 2 to 6 respectively.
The Monitoring data demonstrate that the share of territories in oblasts covered by the plans for the formation of capable hromadas is growing. In December, it was already at 82% compared to 77% last month. The Dnipropetrovsk, Zaporizhzhia, Rivne, Khmelnytskyi as wells as the Donetsk and Luhansk Oblasts (except for the territories currently not controlled by the Government) are pursuing the amalgamation of hromadas according to plans covering 100% of their territory.
