The Novhorod-Siverskyi City Council and the Horbivka Village Council received an approval from the Chernihiv Oblast State Administration on voluntary amalgamation. This is stated in the order number 447 dated 7 August 2018 of the acting head of the Chernihiv Oblast State Administration, informs the Chernihiv Local Government Development Centre, established with the support of the U-LEAD with Europe Programme.

The Novhorod-Siverska amalgamated hromada is the first hromada in the Chernihiv Oblast to be formed by accession of the village councils to the city of oblast significance.
