The Council of Europe, the Institute of Civil Society and the National Academy of Public Administration under the President of Ukraine have prepared four manuals on the issues of reforming local self-government and decentralisation.

The publication focuses on the issues of development of amalgamated hromadas and local self-government in Ukraine in general and will be useful for all those involved in the local and regional development.
