How common province in Cherkasy Oblast became progressive village

The story of the village that refused from paper documents. The residents of Bilozirya in Cherkasy Oblast decided not to wait for help from the oblast centre and issue biometric passports and ID-cards to their residents on their own. And this is just a small part of the innovations that the peasants were able to introduce themselves.
