The Polaris Programme “Supporting Multi-level Governance in Ukraine” has announced the selection results for partner hromadas under the “Municipal Enterprises Reform” initiative. With this upcoming collaboration, nine hromadas will receive support in improving the management of municipal property and resources, increasing the efficiency of municipal enterprises, and enhancing the quality of services.
Applications were accepted jointly from local hromadas and municipal enterprises, as the process of transforming the management of municipal enterprises requires the involvement of both local government bodies and the management of the municipal enterprises.
“Drawing on Swedish experience, we will support Ukrainian hromadas in improving their approaches to managing municipal enterprises. As part of this partnership, Polaris experts will focus on enhancing management transparency and promoting the effective use of municipal property and resources. Our goal is to enable municipal enterprises to operate more efficiently and strengthen hromadas’ capacity to provide high-quality services to their residents,” emphasized Anna Geson Berg, Thematic Lead at SALAR International.
Polaris experts reviewed 61 applications from municipal enterprises in 36 local hromadas. Based on the results of the final selection process, 13 municipal enterprises and 9 hromadas from 7 oblasts of Ukraine were recommended for expert support:

6.Myrhorod Hromada – Poltava Oblast
7. Nosivka Hromada – Chernihiv Oblast
