European calls for proposals often assess the readiness and capacity of communities to implement projects. Under such circumstances, communities near the front line may be at a disadvantage compared to those further to the rear, even if their recovery needs are the same. Ukraine proposes that this difference be taken into account when determining funding instruments and criteria.
This approach was presented by Vitalii Bezgin, Minister for Communities, Territories and Internally Displaced Persons, during a discussion with Themis Christophidou, Director-General of the European Commission's Regional and Urban Policy.
The proposal is based on approved functional types of territories. According to the Minister, each type needs funding instruments and criteria that take into account security and territorial characteristics. Ukraine proposes setting up a joint working group to develop this approach in line with EU requirements.
Separately, the parties discussed JASPERS (Joint Assistance to Support Projects in European Regions) – a technical assistance programme run by the European Commission and the European Investment Bank. It provides public authorities with expert assistance in preparing high-quality projects that meet EU requirements and are eligible for European funding. Vitalii Bezgin believes that such assistance could level the starting conditions for communities that find it more difficult to prepare project applications on their own.
The future of the EU cohesion policy within the framework of the multiannual financial framework for 2028–2034 was also discussed, in particular Ukraine’s participation in Interreg programmes.
‘Equal rules do not always mean equal opportunities,’ the Minister noted.
