MinRehion plans to launch a housing register for internally displaced persons in summer 2027. This register will contain full data and be integrated with the IDP database.

This information was reported by Vitalii Bezgin, Minister for Communities, Territories and Internally Displaced Persons of Ukraine, in an interview with the Interfax-Ukraine news agency.

According to Mr Bezgin, before allocating large-scale funds to the construction of social housing, the state must obtain verified data on existing housing stock, its condition, and people’s needs.

‘Social housing is directly linked to the issue of the inventory register for IDPs’ needs, which unfortunately was not completed on time. We want to complete this stage. Without relevant data, we are simply squandering scarce resources, and that is wrong.’

The Minister noted that plans are in place to incorporate the housing register for IDPs into the database of internally displaced persons, which is due to come under the control of MinRehion at the end of October.

‘In the summer of 2027, we expect to launch the IDP housing register, which will already contain data and be 'integrated' with the IDP database.’

This refers to a nationwide information and analytical system, rather than the centralisation of housing management. Communities will continue to play a central role in the system, responsible for managing housing and allocating it. Information on properties and their use will be integrated into a single digital system.

According to Vitalii Bezgin, real-time data is also needed to establish a clear system for funding housing projects and attracting international aid.

‘Most social housing projects need international funding, and international donors are prepared to support a transparent system,’ said the Minister.
