The Cabinet of Ministers of Ukraine amended Resolutions No. 1554 and No. 170, which regulate the allocation of the New Ukrainian School subsidy in 2026. UAH 1.2 billion will be allocated to the modernisation of educational spaces in lyceums that are piloting the reform of specialised senior secondary education. This decision will provide the fundamental technical infrastructure for the implementation of three-year senior secondary education in Ukraine.
The largest part of the subsidy will be invested in creating modern educational spaces for the natural sciences, IT and technology sectors.
In preparation for the implementation of specialised secondary education, the Cabinet of Ministers of Ukraine approved targeted funding for pilot lyceums that operate under the new State Standard:
‘We are changing the very model of learning: moving away from the simple transfer of knowledge from teacher to student to acquiring it through practice, research, and projects. A space equipped for experiments, where desks are replaced by workbenches and laboratory stands, guides both teachers and students in adopting a research-based approach and seeking answers independently. In this way, the school prepares not merely repositories of knowledge, but people capable of solving real-world problems. This approach is particularly important today, when we observe an acute shortage of qualified technical personnel, particularly in engineering and natural sciences. These specialists ensure the stability and development of sectors critical to the economy – energy, metallurgy, and the defence sector,’ noted Oksen Lisovyi, Minister of Education and Science of Ukraine.
The decision of the Cabinet of Ministers also officially confirms the right of special educational institutions (special schools and educational and rehabilitation centres) to receive funding for the modernisation of classrooms in the basic school (Grades 5–9).
The updated allocation of funds was based on proposals from the communities themselves. This allowed for the updating of requirements and the channelling of resources to areas where educational institutions have the opportunity to establish modern laboratories for teaching already this year.
The third area of the subsidy involved the Government adjusting the allocation of funds for the establishment of “Defence of Ukraine” centres following the submission of revised requests for additional requirements by regional military administrations.
