The focus is on the role of communities in revitalising the social sector, attracting investment in infrastructure development, and supporting vulnerable population groups.
During a working meeting with Denys Uliutin, Minister of Social Policy, Family and Unity of Ukraine, and Gert Jan Koopman, Director-General of the European Commission’s Directorate-General for Enlargement and Eastern Neighbourhood, one of the key issues discussed was the transformation of social policy at the local level. The parties discussed priorities for cooperation in social recovery, in particular the implementation of reforms necessary to strengthen the system of social protection, ensure inclusivity, and support for vulnerable groups.
People are the main resource of communities
The Minister emphasised that without the active participation of citizens, neither the development of communities nor the attraction of investment is possible.
‘Without people, neither communities nor investments will function. For this reason, we are developing an approach that enables people to access social services, develop their capabilities, and return to the labour market. In other words, our task is to restructure the framework of the social system so that it aligns with real needs and resources,’ noted Denys Uliutin.
In this context, particular attention has been paid to updating social legislation. Ukraine is currently working with the Council of Europe to draft the Social Code, which is intended to serve as the foundation for an updated model of social policy, adapted to the challenges of wartime and the needs of post-war recovery.
Investment in communities as a guarantee for people’s return
The role of local governments in implementing social reforms and supporting the integration of internally displaced persons and Ukrainians who have decided to return from abroad was a separate topic of discussion.
Denys Uliutin stressed that for successful reintegration, conditions must be created in communities. His key message to international partners became the leitmotif of the meeting:
‘Naturally, people will return to communities with access to services. Therefore, we urge our partners to invest in communities: in infrastructure development, housing solutions, the healthcare system, education, and social services.’
This approach will help communities not only retain available human capital but also become magnets for internal migrants and those returning from abroad.
Pension reform: sustainability and international support
The participants also discussed the progress of preparations for pension reform during the meeting. According to the Minister, efforts are currently underway to finalise the calculations in collaboration with international partners, including the International Monetary Fund and the World Bank. The key objective is to ensure the long-term financial sustainability of the pension system, which forms the basis of social stability in every community.
Social recovery as a priority for partners
Gert Jan Koopman, in turn, emphasised that the social dimension of recovery is no less important than the economic one. According to the representative of the EC, supporting those affected by the war and integrating them into economic life are critical conditions for the country’s successful reconstruction.
The meeting concluded with both sides agreeing to continue the dialogue and strengthen coordination of efforts in social recovery, particularly regarding support for communities’ capacity to deliver high-quality social services.
