EU4Reconstruction: Start of the Selection of Partner Municipalities

In a cooperation with the Ministry for Communities and Territories Development (MCTD) EU4Reconstruction project is pleased to announce the call for selection of the first cohort of EU4Reconstruction partner municipalities

EU4Reconstruction (EU4R) is a joint initiative of the European Union (EU), Denmark, Germany, France, and Lithuania aimed at supporting Ukraine’s strategic, inclusive, and EU-aligned reconstruction. The project strengthens governance, transparency, and institutional capacity within Ukraine’s reconstruction system — from national reforms to municipal implementation — ensuring that reconstruction contributes to sustainable development and EU integration.

The project is jointly implemented by the Ministry of Foreign Affairs of Denmark, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France, and the Central Project Management Agency (CPVA). EU4Reconstruction is delivered through two complementary streams: Stream 1 is implemented jointly by GIZ and Expertise France, and Stream 2 is implemented by the Ministry of Foreign Affairs of Denmark and CPVA.

 

This call corresponds to the activities of Stream 1.

Within its mandate, EU4Reconstruction, Stream 1 intends to cooperate with up to 50 medium-sized municipalities[1], the selection of which will be organized in two “waves.”

 

We are pleased to announce the call for selection of the first cohort of EU4Reconstruction partner municipalities.

What support does the project offer?

  • Development of strategic, spatial, and budget documents (local development strategies for 2028–2034; terms of reference for comprehensive spatial plans; and the update of mid-term investment plans).
  • Capacity building for municipal officials and teams addressing public investment management (PIM) issues, with a focus on project preparation.
  • Support in preparing pre-feasibility studies for investment projects.
    Integration of the New European Bauhaus (NEB) principles into project preparation.
  • Facilitation of communication with International Financial Institutions (IFIs).
  • Special activities aimed at strengthening the role of female leaders in the reconstruction process.
  • For a limited number of selected municipalities, сo-financing for the elaboration of comprehensive spatial plans is envisaged.

 

With whom can the project cooperate?

Municipalities that meet the following criteria can apply for the competition:

  • Population between 10,000 and 150,000 (as of 01.01.2026);
  • Affected by the war (damaged, were temporarily occupied, or experiencing a sharp decline in socio-economic development and significant population displacement);
  • Having the needs and capacity to engage in the planning and management of reconstruction;
  • Able to provide a team of at least four specialists[2] to participate in the elaboration of strategic, spatial, and budget documentation and project preparation (please see the application form for suggested team profiles);
  • Able to provide their specialists with internet access and ensure offline participation in events;
  • Located in areas where active hostilities are not taking place (in whole or in part), not under temporary occupation (in whole or in part), in accordance with Order No. 376 of the Ministry for Development of Communities and Territories of Ukraine, and situated at least 30 km from the front line, the Ukrainian-Belarusian or Ukrainian-russian border, or temporarily occupied territories of the russian federation.

 

How can municipalities apply?

To apply for participation in the call, interested municipalities meeting the above criteria must:

  1. Download and complete the application form (Download in XLSX format);
  2. Submit the completed form to eu4r@giz.de no later than 06 February 2026, 18:00 (Kyiv local time). Please indicate the name of your municipality and oblast in the email subject line (e.g., EU4R_Назва громади_Область);
  3. Participate in an online interview: pre-selected municipalities will be invited to a short 6(up to 30 minutes) online interview scheduled between 26.0206.03. The head of the municipality and the proposed team should be available for the interview. Please consider these dates during the application process, as they cannot be changed.

 

 

How will the timeline of the selection process look like?

  1. 15.01-06.02.2026 – submission of online applications;
  2. 29.01.2026 at 10:00 – online info session for all interested municipalities; please, send your details (name of participant, contact e-mail and name of municipality which you represented) not later than 28.01.2026, 17.00 (Kyiv local time) to eu4r@giz.de;
  3. 26.02-06.03.2026 – interviews with pre-selected municipalities;
  4. 18.03.2026 – announcement of results. Please note that EU4Reconstruction will not be able to answer inquiries about the selection results before this date. All applications will receive a written notification about the selection results.

[2] This is a minimum number of municipal officials. During the project implementation, municipalities might need to involve other specialists.
