Communities used more than half of state subsidies for repairs to temporary accommodation for internally displaced persons

Communities have already spent more than 50 per cent of state subsidies for the repair and refurbishment of temporary accommodation for internally displaced persons. This information was provided by the Ministry of Social Policy, Family and Unity of Ukraine.


This refers to a UAH 1 billion subsidy from the state budget, the granting procedure of which was approved in September 2025. The funds were allocated for the reconstruction, restoration, and repair of non-residential premises, as well as their conversion into residential properties, to accommodate those forced to leave their homes.

Under the terms of the Programme:

  • 100 per cent funding was received by frontline regions;
  • 60 per cent was received by other regions;
  • funds were allocated among regions in proportion to the number of registered IDPs;
  • a coefficient of 1.5 was applied to areas of combat operations or temporary occupation.

An important point to note is that more than 20 per cent of the facilities have been adapted to accommodate people with reduced mobility.

As of 26 December, UAH 535 million – equivalent to 53.5 per cent of the total subsidy – had been distributed among the communities.

The communities in the Dnipropetrovsk, Zhytomyr, Kyiv, Rivne, Ternopil, and Chernivtsi regions have used 100 per cent of the allocated funds.

The main reasons for underutilisation of funds in some communities are:

  • limited time for repair work;
  • power outages due to russian attacks.

In line with the terms of the Programme and the requirements of the Budget Code, unused funds are returned to the state budget. At the same time, the Ministry of Social Policy emphasises that support for communities will continue. A new state subsidy for the repair and refurbishment of temporary accommodation centres is planned for 2026.

As previously reported, this year the Government made the decision to compensate institutions that are providing free temporary accommodation to IDPs. This compensation covers utility bills, as well as the purchase of liquefied gas and heating fuel.
