The Ministry of Digital Transformation of Ukraine has signed a Memorandum of Understanding with the Partnership Fund for a Resilient Ukraine (PFRU). The aim of this cooperation is to strengthen the digital resilience of Ukrainian communities and speed up their economic recovery.
‘The digitalisation of regions is the foundation of the country’s digital transformation. We want every community to be able to implement modern solutions that can truly transform people’s lives. By partnering with PFRU, communities will have access to international expertise, technologies and resources, enabling them to develop more quickly and become more resilient and technologically advanced,’ said Oleksandr Borniakov, Deputy Minister of Digital Transformation for European Integration.
Community and digital leaders form the core
The cooperation provides for systematic support to local governments in digital development. In particular, the parties will work to:
‘Today, communities are playing a key role in digital transformation. They are the first to respond to challenges, launch services, and establish a new standard of governance. This requires strong digital leaders. That is why we have created the CDTO Campus, an educational platform designed for this new type of manager. Through our partnership with PFRU, we will be able to provide communities with even more knowledge, tools and support,’ emphasised Valeriia Ionan, Advisor to the First Deputy Prime Minister – Minister of Digital Transformation of Ukraine.
Partnership for digital resilience
Partnership Fund for a Resilient Ukraine programme is a multi-donor initiative funded by the governments of the United Kingdom, Estonia, Canada, Norway, Finland, Switzerland, and Sweden. It aims to support communities, restore services and develop effective governance.
‘Communities are the driving force behind Ukraine’s recovery. They influence the quality of life at a local level, so it is important to support them in developing their digital capabilities. Technology is a tool for transparent governance, recovery, and economic growth. Our cooperation with the Ministry of Digital Transformation will help to create a digital ecosystem centred on communities and people,’ emphasised Iryna Tushnytska, Director of Governance and Service Recovery at PFRU.
Long-term vision – WINWIN 2030
The Memorandum was signed during the WINWIN Summit 2025: The Power of Innovations conference, which brought together representatives from the state, business, science and the international community to discuss the development of innovation, artificial intelligence and the digital economy.
The cooperation between the Ministry of Digital Transformation and PFRU forms part of the implementation of Ukraine’s Digital Development and Innovation Strategy for 2030. WINWIN envisages a future in which communities become growth points for the digital state.
