Zdolbuniv, Rivne oblast, and Marshalltown, Iowa, became Sister Cities

On July 7, a historic Sister Cities Agreement was signed between the Ukrainian city of Zdolbuniv, Rivne Oblast, and the American city of Marshalltown, Iowa. The signing of the agreement will be an important step in the development of cultural exchange, knowledge transfer and economic cooperation between the communities of the two cities. Support of the USAID HOVERLA Activity laid the foundations for establishing a partnership.


“The signing of a Sister Cities partnership between the Ukrainian city of Zdolbuniv the American city of Marshalltown is a momentous occasion. In these challenging times for Ukraine, it is of utmost importance to highlight the unwavering support and solidarity of USAID and the American people. We admire the resilience and determination of Ukrainian people in their pursuit of a free and democratic nation. USAID has a unique role, we support central and local governments, civil society, hospitals, and other service institutions. I am confident that this partnership will bring benefit for both cities. City-to-city partnerships reaffirms fundamental values of freedom, democracy, and diversity shared by Ukraine and USA”, – Mark Elingstad, Director of the Office of Democracy and Governance of the USAID Mission in Ukraine, said in his speech.

At the heart of the partnership between Zdolbuniv and Marshalltown is an emphasis on education, innovation, entrepreneurship, and the exchange of knowledge and culture. In addition, municipalities seek to develop economic cooperation and promote progress. The cooperation will not only help build ties between residents, but also create opportunities for citizens on both sides.

“This is an exciting opportunity for our city, with a population of about 28,000 people, to establish a connection and partnership with a city in Ukraine, especially during such times. We acknowledge and admire the efforts made by the Ukrainian people to preserve their way of life and democracy. It holds significance for us, right in the heart of the United States. While Ukraine is dealing with war, we have recently experienced a tornado. However, our community is resilient and continues to move forward. As part of that progress, we are committed to supporting Ukraine. In our hearts, we stand excited to sign this document today, expressing our solidarity and support for the people of Ukraine”, - Marshalltown Mayor Joel Greer emphasized.

"Despite the distance and differences, our communities have a lot in common and we are open to establishing fruitful partnership relations. Residents of our community are active and progressive. We develop the sports infrastructure of the community and create opportunities for young people. I am sure that cooperation in these and other areas will bring positive results for both our communities. As friends and strategic partners, we intend to deepen and expand cooperation with the city of Marshalltown for the benefit of our peoples," emphasized Zdolbuniv Mayor Vladyslav Suhlyak.

The Sister Cities Agreement between Zdolbuniv and Marshalltown will promote a dynamic and fruitful relationship between the two cities and peoples of both countries.

“I would like to express heartful congratulations the cities of Zdolbuniv and Marshalltown for making this Sister City partnership a reality. This agreement will strengthen bonds between these communities, which will pave the way for cultural exchange, knowledge transfer and economic activities. USAID HOVERLA Activity has the primary mandate to support strengthening of the local governments and supporting Ukraine’s decentralization reform agenda. This agreement is a tangible manifestation of our effort to strengthen local governments through inter municipal cooperation. I firmly believe that the Sister City agreement marks the beginning of a transformative journey towards a brighter future for both cities”, - concluded the USAID HOVERLA Activity Chief of Party, Gabriel Abraham.
