On request of the Ministry of Development of Communities and Territories of Ukraine, supported by the Council of Europe Programme «Decentralisation and Public Administration Reform in Ukraine», there have been developed Guidelines for Local Self-Government Bodies of the Basic Level on Local Self-Government Structure Harmonization and Service Instructions Development.

The publication represents recommendations and document samples, necessary for local self-government bodies of the basic level to solve issues of harmonizing the structure of the council executive bodies, council executive offices and their executive committees, developing service instructions for local self-government officials and public servants.
