According to Serhiy Partalyan, the Director of the Department of Civil Protection Organisation of the State Emergency Service of Ukraine, for the purpose of forming unified approaches to civil protection during decentralisation, provide newly established municipalities with methodological aid, the State Emergency Service has prepared a methodological guidebook «The First Steps in Organising Civil Protection at the Local Self-Government Basic Level».

The guidebook is aimed at the local self-government heads and officials, whose activity is related to civil protection organization and fulfillment. It contains the algorithm for the municipality heads (experts) concerning urgent decisions on civil protection organization and fulfillment on the municipality territory, samples of typical and formalized documents on the issues.
