The decentralization reform causes new challenges. One of the most urgent issues is to prevent services access worsening.
Approximately 240 ASCs of Rayon State Administrations will be liquidated in the «old» rayon centres, where ASCs of local self-government bodies have not been established yet. Thus, residents have neither an alternative, nor a perspective. So, there is a great risk of many hromadas losing access to services, including such popular ones as real estate and business registration, etc. It must not be the case.
Roman Matviychuk, a senior expert of the U-LEAD with Europe Programme, highlights ways of saving the situation with quick and coordinated actions.
