President Petro Poroshenko signed the Law of Ukraine “On introduction of amendments to article 59 of the Law of Ukreina “On local self-government in Ukraine” as to roll call voting”. The document was approved by Verkhovna Rada on November 26, 2015.

The law provides for open voting by roll call in local councils, and makes voting outcomes accessible to the general public. In this way, the principle of publicity as one of the key basics of local self-government in Ukraine is ensured.

In practice, this law will allow to make voting in local councils transparent, ensure public control over voting of each deputy, thus, contributing to increase of personal liability of people’s chosen representatives, and improvement of local self-government quality.

The innovations do not concern the cases, provided by points 4 and 16 of article 26, points 1, 29, and 31 of article 43, and articles 55, 56 of the law on local self-government, in which the decisions are made through secret voting.

The document enters into force two months after its publication date.
