In December of 2020 most local hromadas completed planning budgets with a decision on 2021 local budget by the appropriate local council.

According to Article 77 of the Budget Code of Ukraine, local budgets shall have been approved by December, 25 of the year under planning.

As of January, 6, 2021, according to the Ministry of Finances, 1298 budgets, comprising 81% of their total number (1597), were approved, particularly:

• 22 oblast budgets and the budget of the city of Kyiv (budgets of the Volynska and Chernihiv regions have not been approved);
• 92 rayon budgets (27 have not been approved);
• 1172 territorial hromada budgets (266 have not been approved).

952 local budgets were approved without any violations of the Budget Code of Ukraine (by December, 25, 2020).
