The Council of Europe in cooperation with the Civil Society Institute has prepared a publication "Handbook for local councillors".

The manual contains practical recommendations for councillors in local communities based on the best local self-government practices and the principles of good governance. There are also links to the various thematic publications on local self-government, including those prepared with the Council of Europe support.

It is designed primarily for councillors in local communities, village, settlement, city mayors, public activists and all those who are interested in the development of territorial communities of Ukraine.
