A rational approach to administering the communal ownership property enhances the territorial hromadas’ capability, forwards functioning of local self-government bodies to sustainable and balanced development, contributes to an increase in the investment attractiveness, development of high quality public services and business on the territories.
In 2018-2020 the DOBRE Programme, jointly with independent experts, was working over improving the communal ownership property in hromadas. Having considered the hands-on experience of 75 hromadas, the manual on territorial hromadas’ property administration has been developed for office holders and deputies of the local councils.
The manual contains not only document samples but also advice and step-by-step instructions how to apply such tools of assets administration.
