The issue of including Kotsiubynske to the Kyiv bounds must be regulated systemically as it touches not only upon the capital territory but also the region territory change.
It was told by Vitalii Bezghin, the head of the administrative and territorial arrangement subcommittee, a people’s deputy from Sluha Narodu (Servant of the People), answering the question posed by Kyiv Mayor Vitalii Klychko during the round table " New Administrative and Territorial Arrangement of Ukraine" at Horshenin Institute.
He has explained that the settlement of Kotsiubynske used to be the so called nest-doll – it was subordinate to the council of Irpin, although it didn’t border on the town, being an enclave of Kyiv. Later the Kyiv regional state administration separated it as a hromada.
"It triggered the story of complicated relations with the public environment over the issue of joining Lyiv. But there are some nuances because people support it, as well as Kyiv does, everything is clear concerning the infrastructure, we also support the idea but it is necessary to abide by the law and follow the procedures. Currently it is the matter of the territory boundaries change, particularly, the city of Kyiv bounds change, including the Kyiv region boundaries change, which is quite difficult to regulate. Moreover, there is another issue – that is why we are very careful with it – despite the fact that the issue of changing regions is also urgent at the boundaries of the Khmelnytskyi region, - it is nothing but Pandora’s box. As soon as we apply such a tool, political speculations over the Donetsk and Luhansk regions will emerge. So let’s look for a solution thoroughly", - claimed Vitalii Bezghin.
