The ethnic issue is not decisive in hromadas’ decision on amalgamation, but it should not be ignored. This is stated in the study on “Amalgamation of hromadas in ethnocontact regions: features and perspectives”of the Association for Promoting Self-Organisation of the Population (DOWNLOAD 49,2 MB).

In the first half of 2019, experts from the association examined the situation of hromadas’ amalgamation on the territories with compact residence of ethnic minorities in the Zakarpattia, Zaporizhzhia, Odesa and Chernivtsi Oblasts. Among other things, the study provides an analysis of 40 in-depth interviews with hromada leaders from different ethnic backgrounds.
