Three territorial communities of the Kostopil Rayon of the Rivne Oblast began their amalgamation process into one Holovynska AH. In addition to Holovyn, amalgamation will be joined by Zlazne and Zvizdivka village communities.

As Mykhaylo Shelep, decentralisation adviser of the Rivne Local Government Development Centre, noted, according to the current perspective plan, these communities should have been part of the Derazhnenska AH, formed in 2016.
