One of the successful markers as for the decentralisation reform launched in 2014 is the development of ASC system. Due to the reform, hromadas have received more authority in the area of administrative services, and they are currently able to independently determine the list of services, conditions for their provision, and the implementation of related and additional services. At the same time, the administrative fee goes to the local budget.
Over the past few years, the country has witnessed a real boom of ASCs. By the end of 2018, their total number in Ukraine has reached 775. During the last year more than 15 million Ukrainians have benefited from the services provided by ASCs, and the sum of UAH 2.9 billion has been received from their activities in local budgets.

The non-financial victory of decentralisation was improved service delivery. Several years ago, to receive such an ordinary service as ordering a foreign passport, it was necessary to go somewhere, wait in queues and spoil the nerves. Today, hundreds of services for citizens and businesses are provided locally. It virtually brings power closer to people.
One of the leaders in the development of ASCs is Ivano-Frankivsk. This city was one of the first in Ukraine to establish the ASC in 2010. And today, thanks to decentralisation, it provides 240 services used by 50,000 – 60,000 citizens annually. In 2018, the services of the ASC brought the city more than UAH 48 million, which makes 34% of all non-tax revenues to the budget. In 2019, an increase by 1,2 fold is supposed to be received from revenues of rendered services.
And today, Ivano-Frankivsk was the first to publish details about the work of the ASC.
