Symbiosis of hromada and authorities, or How Pererislianska AH has been walking along new road for second year

The Ivano-Frankivsk Regional Department of the Association of Ukrainian Cities traditionally continues to organize press tours to succeed amalgamated hromadas. This time Carpathian journalists had an opportunity to inspect the Pererislianska AH of the Nadvirna Rayon and to find out how the decentralisation reform is being introduced here, to see the hromada’s life after amalgamation, changes in it and to observe how services are becoming closer to people and whether people’s lives are improving.

This is a young amalgamated hromada, in which the first elections took place on 29 October 2017. It consists of the village of Pererisl, which has become the administrative centre, as well as the villages of Havrylivka, Fytkiv and Volosiv.

According to the population number - almost 8 thousand people - it belongs to the medium AHs of the Prykarpattya Region. The Pererislianska AH is located 30 km from the oblast centre.

The budget of the Pererislianska AH in 2019 makes about UAH 47 million. The educational subvention is UAH 21 million, the medical subvention is almost UAH 6 million, the additional grant is almost UAH 3 million, the basic grant is UAH 10 million, and the rest ones are own revenues. The predicted PIT for 2019 makes UAH 4 million. According to Liubov Hrytsiak, Head of the Finance, Economic Development, Investments and Regulatory Policy Department of the Pererislianska AH, the hromada’s own revenues amounted to almost UAH 6 million last year, which is the eighth part of the AH’s budget. This year, they increased by 30 percent in the first quarter.
