At the 5^th Energy Efficient Partnership Forum, Serhii Savchuk, Head of the Agency on Energy Efficiency and Energy Saving of Ukraine, signed a Memorandum of Cooperation with more than 30 AHs to jointly implement:

• “warm loans” co-financing programmes for the population and apartment building co-owner associations;
• energy service to insulate kindergartens, hospitals and other budget institutions;
• energy management in the budget sphere.

The AHs from 16 oblasts, namely the Ternopil, Zhytomyr, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kyiv, Odesa, Kherson, Cherkasy, Ivano-Frankivsk, Poltava, Rivne, Mykolayiv, Sumy, Chernivtsi, Luhansk Oblasts, expressed their will to implement the reform and active desire to become less energy-dependent.

“As it is known, due to the decentralisation reform carried out by the Government, local hromadads have sufficient financial resources that should be rationally invested in useful projects, including in the field of energy efficiency,” said Serhii Savchuk.

Thus, for example, after the launch of the local “warm loans” programme in the Lozivska AH (Kharkiv Oblast) there was a threefold increase in demand for energy efficiency measures on behalf of the apartment building co-owner associations, and sevenfold increase in the volume of engaged funds in this area: from UAH 230 thousand in 2017 to UAH 1.5 million in 2018.

AHs are also joining the process of energy service implementation. The first 6 ESCO-agreements were concluded in 3 AHs of the Poltava, Donetsk and Kyiv Oblasts. As a result, these hromadas have already saved from 15% to 30% of energy during this heating season.

In addition, it is important to implement energy management. Thus, smart energy management systems already operate in 16 AHs, and in 38 AHs they are being developed. For example, in course of the first year of energy monitoring implementation the Baranivska AH has saved UAH 350 thousand.

“Given the benefits of the proposed mechanisms in the field of energy efficiency, I urge all AHs to implement these tools in cooperation with the State Agency on Energy Efficiency and Energy Saving,” informed Serhii Savchuk.
