In December 2016, 12 village councils of the Popilnya Rayon amalgamated around the village of Popilnya. The hromada, with an area of ​​over 300 km² and a population of 16.6 thousand people, consolidated a significant economic, financial and human resource, and managed to show work result in a year.

Creation of a new educational space and material and technical base of schools and kidergartens is a key priority in hromada development. Five projects implemented in 2010 directly relate to education.
