Remuneration:
Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame:
Full-time, Monday-Friday.
 
The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).
 
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship:
Ukraine.
Language Requirements:
Excellent knowledge of Ukrainian, ability to speak and write clearly.
Excellent command of English, both written and speaking skills.

Project Description:
Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.
 
RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim is to help communities build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.  
 
At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.
About the Work:
RFA provides technical assistance to multiple Ministries to achieve:
  • Improve capacity of GoU to manage EU compatible and decentralized strategic and recovery planning systems that align sector plans across government;
  • Improve capacity of GoU to collect and analyze data to inform strategic and recovery policy development in a comprehensive, gender- responsive, inclusive and environmentally-sensitive manner in line with EU integration processes;
  • Improve capacity of GoU to collaboratively share information, best practices, guidance and opportunities with recovery actors in a decentralized environment.
To achieve these objectives RFA Project is support the GoU to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government.
RFA Project is looking for а Decentralization Expert who will provide technical assistance to GoU to develop planning and programming documents aligned with the state regional framework and enables decentralized, locally-led recovery.
The Role:
  • Develop a framework that will enable the establishment of compatible and decentralized strategic and recovery planning in state regional development system;
  • Enable collaboratively sharing of information, EU best practices, guidance and opportunities of decentralization reform with recovery actors (regional and local authorities, development partners, CSOs etc.).
  • Ensure gender-responsive regulations support new planning systems with consideration of decentralization reform and EU regulations.
  • Participate in the development of necessary policies, recommendations for recovery processes and strategic planning under the MinDevelopment.
  • Support the update and implementation of the Decentralization Roadmap.
  • Development of materials for meetings, working groups related to decentralization reform and strategic planning.
  • Organization of consultations, collaboration with the stakeholders regarding the decentralization reform, gender-responsive regulations, strategic planning.
  • Maintain relationships with government institutions, regional and local authorities, and other stakeholders.
  • Organize events, press conferences, round tables, panel discussions with the RFA and on topics related to the decentralization reform and strategic planning.
  • Draft workplans for further approval by RFA and the Ministry.
  • Prepare and draft other documents and activities as requested by RFA and Government of Ukraine with preliminary approval by RFA.
  • Adhere to the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.
  • As agreed with RFA, ensure visibility of the Government of Canada support to this initiative in conferences, meetings, seminars, working groups, interaction with public authorities, non-governmental organizations, and other international technical assistance projects.
Required Qualifications:
  • 3+ years of experience of work with GoU, regional or local authorities.
  • Understanding of the intergovernmental relations, cooperation between national, regional and local governments.
  • Understand of the key actors of the regional policy.
  • Good communication skills.
  • Proficiency in English.
  • Strategic vision and systematic approach.
  • Results driven highly-motivated expert with sound judgement and maturity.
  • Strong ethics, well-balanced and mature personality, positive attitude to the job.
  • Strong organizational skills, ability to work under tight deadlines.
  • Strong attention to details, involvement in the process, personal responsibility for the tasks.
