Healthcare and education within budgetary decentralisation: what changes should we expect next year?

Olesya Holynska, local finance management expert of the Odesa Local Government Development Centre, established with the support of the U-LEAD with Europe programme and MinRegion, spoke about the features of the next year budget process, draft state budget-2018, medium-term planning, powers and responsibilities of the amalgamated hromadas, as well as their functioning in the Odesa Oblast, on a live broadcast of the “Yuzhnaya Volna” TV company. The expert also answered numerous questions on how healthcare and education sectors will be financed next year, whom a patient has the right to conclude a healthcare agreement with, what are the basic principles of the healthcare reform, and what challenges the Ukrainian economy will face next year, etc.
