Senior project coordinator on decentralization support in Ukraine explains the reform 

Oksana Garnets, Decentralization support in Ukraine DESPRO, Senior Project Coordinator: 

'The key idea of decentralization is to bring decisionmaking and services as much as possible to people. The local community needs to have the potential to provide all necessary services that are supposed to be provided by local self-governance'

'Among around 200 states, that exist in the world, only 24 are federal states. There's hardly an example in the history, when a unitary state became a federal state.'

'The changes to the budget that were adopted this year, they already envisage fiscal decentralization. So, the local budgets are now able to receive much more resources, than earlier.'
