Deputies of respective councils will be elected at oblast and rsyon levels. The councils themselves will elect the heads of the councils who will lead the executive committees. Such system is now pretty successful in cities even in the framework of centralised power. The only difference is that the heads of cities are elected by citizens by direct vote. It is justified, because the town heads (hromada level) have a large amount of tasks, and they will expand. The range of tasks will be narrower at the rayon and oblast levels. Thus, the town head (the head of hromada) will be closer to the people – it is easier for the residents to control him/her, while the heads of upper level will be supervised by the deputies.
