Decentralisation will continue, and the resource transferred to the ground needs to be converted into a new quality of life, – Volodymyr Groysman

Decentralisation as a fundamental reform of transfer of administrative powers and financial possibilities will continue, but the local self-government is required to convert the transferred resource into a new quality of life for people, stated Prime Minister of Ukraine Volodymyr Groysman during the “Dialogue Day” forum of local self-government representatives. The forum was held in Ternopil, where the Head of Government is on a working visit on the 24th of September.


“A few years ago, we had usual monologues: the central authorities told one thing, and the local ones said the different. And they did not hear each other. We have created a new system,” said Volodymyr Groysman. “We face the challenge to build an economically strong state. Is it possible without strong hromadas? No, it isn’t. Local self-government needs to be strengthened through empowerment, transfer of resources and responsibility. These are the three foundations on which local self-government is based.”

The Head of Government stressed that fundamental changes were introduced at the central level – in education, healthcare, industrial policy sectors, as well as the sphere of business climate development. And the involvement of regions in these changes should be maximised. Every Ukrainian should feel a new quality of life.

“And here the local self-government bodies must understand, how to convert the resource into the required quality,” saidVolodymyr Groysman. “This year the Government has come up with three priorities: the economy and the package of economic laws, European integration and decentralisation. I have passed with this idea with a difficult and long path. And I'm glad that today it has practical application and a good result.”

“We need to form strong hromadas. And they should be included in economic growth. In a dialogue we will be able to find the right state solutions,” added the Head of Government.

Background

Within the framework of the forum, the Prime Minister took part in the ceremony of transferring land plots from the StateGeoCadastre to communal ownership of 15 AHs of the Ternopil Oblast. Altogether 7,000 hectares were handed over to the hromadas.
