At the request of the Ministry of Ecology and Natural Resources and MinRegion, DESPRO will develop a draft order “On Approval of the Procedure for the Development and Approval of the Regional Waste Management Plan”.
The regional waste management plant will include:
1. Objectives for the establishment and improvement of regional waste management systems.
2. Tasks to achieve national goals and target indicators at the regional level: waste reduction, management of waste flows and in generally clean environment.
An important feature of regional plans is that they will cover all waste flows, and not just domestic ones.
“Cooperation of an international technical assistance project and two line ministries is a good example of creating change,” noted Vyacheslav Sorokovskyi, expert of the Swiss-Ukrainian project “Decentralisation Support in Ukraine” (DESPRO).
Lyudmyla Poltorachenko, Head of Household Waste Management Department of the Ministry of Regional Development, Construction, Housing and Communal Services, said that in the context of decentralisation regional plans will promote amalgamation of hromadas.
Anatoliy Kutsevol, director of the reform support team at the Ministry of the Ecology and Natural Resources, emphasised that regional plans are an instrument for raising the level of environmental safety.
