“Personnel makes the difference” statement has changed in the modern Ukrainian decentralisation reality. Henceforth, personnel and property have become the key to everything, when each newly established amalgamated hromada starts its work.
“Amalgamation is perhaps the easiest step. It is much more difficult and more important for each AH to have the correct work organisation and first decisions after the elections. These first steps concern hromada’s property and people, who will work in the AH structure. After all, the property does not appear in itself, its transfer must be carried out properly. The same applies to the employees, who need to be recruited to comply with the law,” said Ruslan Panasyuk, director of the Ivano-Frankivsk Local Government Development Centre, established with the support of the U-LEAD with Europe Programme and MinRegion.
