This year, we are to complete decentralisation process, according to Vyacheslav Nehoda.

As previously reported, MinRegion has published a Concept and Plan for the Implementation of the State Decentralisation Policy for 2020.

I welcome the ambitious plans outlined here. There is still much that needs to be done. While all the changes outlined are essential it is important that they are done in a proper sequence and complementarity to each other. The testing of the capacity of the united communities need to be thoroughly examined in terms of the improvement of service delivery and fiscal capacity. This is not an easy task and needs careful consideration.
